Q2.What equipment cannot be certified by a Telecommunications Certification Body?

Answer:After July13,2015,FCC will no Longer accept applications for Certification of RF Equipments.

On December 17,2014 the Commission adopted a Report and Order (FCC 14-208), which was released on December 30, 2014, as part of an ongoing review and update of the Commission?s radiofrequency (RF) equipment authorization program. As part of this review the Commission adopted rules to allow TCBs to issue grants of equipment Certification for all types of equipment, and to discontinue OET?s acceptance and granting of applications for equipment Certification.

The Report and Order FCC 14-208 was published in the Federal Register on June 12, 2015. Consequently, as of July 13, 2015, the OET Laboratory will no longer accept applications for Certification of RF equipment for the FCC to issue the grant of Certification and instead require TCBs to process and grant all applications for Certification.

Q3.What is test guidance should be followed to demonstrate compliance for U-NII devices subject to DFS

Answer:

The Commission revised the rules for U-NII devices (FCC 14-30) operating under Part 15 (referred to in this document as new rules). These rules became effective on June 2, 2014. The following KDB publications have been prepared to provide guidance for demonstrating compliance with the new U-NII rules. The Commission has established a transition period, during which devices may be approved under different rules subject to the following conditions:

New devices will be permitted to be approved until June 1, 2015 under the old rules (rules prior to June 2, 2014, see KDB Publication 789033 D03) using the test procedures described in Section A below.

Starting June 2, 2016, permissive changes will not be permitted for devices approved under the old rules, unless they meet the requirements of the new rules and test procedures described in Section B below.

All devices approved partially or completely under the old rules cannot be marketed starting June 2, 2016 unless they meet the requirements of the new rules in all the bands of operation.

Applications for devices for approval under the new rules must apply all of the appropriate test procedures for such devices as described in Section B below.

For further information on transition rules and requirements for permissive changes of already approved devices refer to KDB Publication 926956.

All applications for certification (new or permissive changes) must clearly state whether the filing is for approval under the old rules or new rules. This must be done for each of the applicable UNII bands (U-NII-1 band, U-NII-2 band, and/or the U-NII-3 band) as appropriate. Grants for certification for devices under the new rules must clearly include Note Codes 38 or 39 as appropriate.

Q4.What is 802.11ac wave 2 product?

What capabilities place this product in Wave 2? Primarily the inclusion of MU-MIMO, MU-MIMO is a novel technology that might double or even quadruple WLAN user density by increasing the number of simultaneously supported clients. Wave 2 APs with MU-MIMO may use up to 8x8 antennas and transmit/receive streams, conversing with clients that support between one and four streams. This mismatch is intentional; MU-MIMO lets APs leverage beam forming to not only serve one user better, but to serve multiple users at once. For example, a Wave 2 AP might communicate with four single-stream smartphones on the same channel, or with two 4x4 notebooks.

Because MU-MIMO depends on interoperable beam forming, Wave 2 APs and clients must both support this. In fact, some Wave 1 products already use beam forming to improve SU-MIMO performance. Finally, Wave 2 products may include 80+80 and 160-MHz channels. This is of interest in residential WLANs, where a single AP can freely utilize most of the 5-GHz band for one very-high-throughput application such as HDTV.

Q5.Broadcast receiver equipment is class B equipment in EN 55032 ?

According to EN 55032 :2012 - Newly published EMI Standard in Chapter 4 . Classification of Equipment.

The Broadcast receiver equipment is class B equipment.

Q6.4G-LTE Carrier Aggregation Combination Set ?

According to 3GPP TS 36.101 - Table 5.6A.1-1 , 5.6A.1-2 &5.6A.1-3.

There are three types combination of LTE CA .

1. intra-band contiguous CA - Table 5.6A.1-1: Contiguous bandwidth wider than 20 MHz is used in this scenario. For example, wideband such as 3.5 GHz band would fit this model.

2. inter-band CA - Table 5.6A.1-2 :Non-contiguous band over multiple bands is used in this scenario. Network with two spectrum bands (i.e., 2 GHz and 800 MHz) would fit this model. This scenario would have advantage on having higher throughput simply by two carriers as well as the improvement on stable transmission by two different spatial paths on different spectrum bands.eg : CA_4A-5A ).

3. Non-contiguous intra-band CA - Table 5.6A.1-3 :Non-contiguous band in same band is used in this scenario. This model would fit operators in North America or Europe, who have fragmental spectrum in one band or share same cellular network.

Q7.Client devices can not operate in Wi-Fi “hotspot” modes ?

Yes.

According to FCC KDB 905462 D03 v01r01 document.

The devices with "Hotspot" capability must have DFS and Radar detection Capabilities.

Q8.Portable v.s Mobile ?

According to FCC Part 2.1093(b):

Portable Definition: For purposes of this section, a portable device is defined as a transmitting device designed to be used so that the radiating structure(s) of the device is/are within 20 centimeters of the body of the user.

According to FCC Part 2.1091(b):

Mobile Difinition: For purposes of this section, a mobile device is defined as a transmitting device designed to be used in other than fixed locations and to generally be used in such a way that a separation distance of at least 20 centimeters is normally maintained between the transmitter's radiating structure(s) and the body of the user or nearby persons.

Q9.What test cases for T-Coil signal test are defined in C63.19-2011 ?

T-coil compliance testing includes three measurement parameters

(1) the magnetic field intensity for a normal speech level;

(2) the frequency response; and

(3) the signal quality level.

Q10.FCC U-NII DEVICES TRANSITION PLAN- New Rule

Question : How long will devices continue to be approved under the “Old Rules”?

Answer : June 1, 2015 is the last day to file new FCC ID applications under the “Old Rules”. June 1, 2016 is the last day to file permissive change applications under the “Old Rules”. All devices marketed, imported or sold as of June 2, 2016 must meet the “New Rules”.
